Hi. I have set up a controller using an arduino uno and L298P motor shield. Trains run fine with a 12 volt supply but there is no voltage at the output terminal or, obviously, the track. I cannot understand how the trains can run with no track voltage. Any explanation welcome.

I don't use DCC - but there is a specialist forum at https://www.modelrailforum.com/forums/index.php?showforum=44 where your question is more likely to get a proper reply than I can give. But as far as I understand it, it's because DCC is a series of fast pulses which ordinary meters can't read properly.

Regards.
