I have a Fleischmann Twin Center running amongst other things a Fleischmann loco 87064 which is a 2-6-2. I say running but it isn't, I have tried giving it a new address to which it responds on the programming track and checked that the motor, worm gear and wheels are all free etc. but zippo, the lights don't even come on. Other locomotives are all fine as normal.

Before I assume it's faulty and send it away to get repaired I wondered if there's anything I haven't thought of that might be the problem, advice gratefully received.

( This doesn't appear to be an ECoS issue ).

I would look up the decoder reset process for the loco in question, and try that. Also, check which modes the Twin Centre is using, there will be DCC, but other digital modes may also be available which the decoder might be using. If that fails, and all other locos work fine, then you need more diagnostics. You may be able to do some things yourself - checking pickups, wiring, etc.. Or that may be too complex.

Depending on the price of repairs, it may be more cost-effective to fit a different decoder (eg. CT or Zimo) rather than the Fleischmann decoder. Those alternatives will almost certainly give a higher quality of running control.
