Not quite Wigan but there is a book on Bury and the surrounding area area which I picked up from one of those clearance outlets and indeed there are a couple in the shopping centre near Bury station which always seem to have some local railway books in. I should imagine you'll probably find a boatload of books on your area, try doing a search on amazon for some keywords and see what comes up.
