My educated guess is the speed delay is the length of time to hold the joystick in the "on" position before registering another speed click; the speed repeat is the number of speed steps to add at each time the "extended on" period expires.

So if you set the speed delay to 2 seconds and the speed repeat to 8, once you have held the joystick "on" for 2 seconds it will then add 8 speed steps to the current speed. Hold it for another 2 seconds and it will add another 8 and so on.

but considerably more expensive. Once the design cost for those "dedicated segment" shape LCDs has been paid, they are very cheap to produce and easy to control with software.
