I would start with this page on Hornby's website to see if you can locate a dealer in the US.
Then I'd check out those stores to see what they stock and if they do second hand.

To get an idea whether you really are saving buying in the US vs importing yourself from a European retailer compare Reynaulds prices against a mail order specialist such as Modelbahnshop Lippe -

UK retailers like Hattons (Model railways in OO Gauge, N Gauge & many more from Hattons Model Railways) and Rails of Sheffield (Rails of Sheffield) have been doing world wide mail order for years and have large stocks of second hand kit.

Just buy on Hattons they will deduct the VAT, they will be cheaper and the postage will be less than the VAT which is what I did living in Oman, they (due to me) use DHL anywhere in the world the longest delivery times being to south polanesia about 7 days, so this is cheap fast and reliable. The only snag is they are at the moment not a Bachmann supplier as they fell out a few years back.
