I didn't bother posting the whole manual for you as the Digitrax approach to this manual is always confusing to less experienced DCC users (actually, its confusing to most users no matter how experienced)
Re the Fx light functions, those higher CVs are simply for special lighting effects, and won't alter the function mapping which is standardised as part of the DCC RP's (F0 light forward & reverse on/off = CV33 and 34)
To have standard lights that turn on and off, CV 33=1, CV34=2 and CV49 and 50 should be set to zero. which is the decoder default.
If you get tangled then use factory reset which is CV 8 to 8
