***The valve gear should be 90 degrees out of phase left Vs right. I sympathise with the problem as the way they made this loco / fix this together is very weak and its prone to disintegration & damage - I have repaired a couple of these and its a B of a job to get perfect and as strong as it should be as the methods & materials they used aren't the best.
If its a newish loco, personally I'd send it to Bachmann with a request to replace the chassis. You'll be far from the first to do so!!
