As long as Hornby allow their stockists to split up sets then this will happen. If the stockist believes that there will be demand for products sold this way and is content with the margins taking into account additional packaging time and whatever then really who are we as consumers to argue?
Its one additional way of encouraging people to try out DCC for themselves. For those who want to add to the play value of their new DCC layout and take full advantage of running several locomotives at a time it does seem a good offer. If the Hornby decoder does everything that the Hornby Digital Control units command of it then fantastic!
The £4 shipping does take some of the gloss off it though if you want to buy one loco only.
