I know the Hornby turntable is designed to 'pause' at each track access point so it is easier to line up the tracks. The motor is normally still whirring at this point, if it is not this, you may have a faulty turntable.
I assume you are having no problems with the controller for other things, like moving the trains about, and that the turntable is powered using the same output as the track.
Check you have connected it up properly and there are no loose wires, if you have a switch in the set up, change it for another and try again. If you do not have a spare switch, set the switch up in a basic electrical loop which is not connected to the turntable (a signal or something like that). If the switch works, you likely have a faulty turntable, contact Hornby customer services. If it works intermitently, you may have a faulty switch.
