Basically the R8215 decoder supports CV1, CV3, CV4 & bit 1 (Default direction) and bit 2 (Speed steps) of CV29.

No, the missing CVs are not at all available... unfortunately.

I have been told that this is to keep things simple and to keep prices down. I am not convinced though that disabling a CV or two does anything to the price.
