I'd say the journalist has reached for the right end of the stick, missed and ended up with his hand somewhere in the middle.
As Electrogen use Loksound chips It has been said that so too will Hornby. Clearly it is also true than you can download new sounds onto the chips with the right equipment. However I would be very surprised, although delighted, if Hornby were to release a library of British sounds for their customers to download. It would be hard to justify that commercially for a company like Hornby.
As to the reference to this being included in sets, to me that sounds like the journalist's idea of a model railway is a "train set" set up on the carpet and used once or twice a year.
