I think that's a fairly tall order for today's sound decoders. The additional hardware needed to create the sound such as a flash ROM for storage currently make them larger than "silent" types. You are more likely to be able to mount the decoder in a similar position to the speaker, just make sure it's not impeding the sound waves.

I was thinking more of the decoder being placed across the diaphragm of the speaker.

I'm surprised at that, given what seems to be a large volume over the trailing bogie but I take your word for it.
