Not sure of the correct name but I once made a replacement out of brass sheet, cut to fit but not an exact copy of the original by any means. The wire was simply soldered to the end.

Lima Class 31
The spring clip which grips the the bogey pivot and carries the -ve lead from the bogey assembly

At a guess: Bogie Retaining Clip
As for where you can get it? Try East Kent models, its possible they might have some left, but its a long shot as Lima spares aren't as common as they used to be.
