Loose axles BAchmann mfa open wagon

Just been and brought some of the above and on openning the box i notice the axels have an up and down and fore and aft play. Is this meant to be to allow easier running through tighter radius corners. I have ahd issues with coupler heights on bachmann wagons before but this is a first.
