What with having a plenitude of relatives wthin the EU we have 'an arrangement'. It works like this:
Modest gifts, well below the applicable threshold for VAT (e.g. value under £39 coming into the UK) that are light and compact enough to travel at modest shipping rates, we send to each other.
More expensive items, we achieve 'virtually'. So for example, my fond cousin Wilhelmina tells me that for her birthday she has bought a piece of decorative glass at so many Euros, which she considers a gift from me, and when my birthday comes around I spend a similar amount on something I like, as a gift from her. No import charges, shipping cost or risk of damage as it is booted over the border, everyone is happy.
This of course is no substitute for the face to face hugging, kissing and splendid hospitality; but that's not the problem we are solving here. (When 'they' find a way of taxing this, we are in real trouble...)
