acorrding to whats on peco's site thay can be used for n gauge but its a bit vauge tbh

i have just setup 2 of these on some peco setrack N gauge points and thay seem to be working fine (pinned in place). one thing i will say is thay pull 1.2-1.5 amps on switchihing so you need a decent power supply or maybe the CDU (i was running off the psu to test them)

iirc hattons dont have them in stock at the mo i got mine of ebay @ £5 ea (flair rail). As for the hornby decoder i am not sure wether or not it will work due to the current requirements but i may be wrong
