Gary, I'm sure that the Post Office had nobody in mind but themselves when they issued these changes, least of all the railway modelling community!
Just another way of increasing charges, without having to answer awkward questions from the regulator, I suspect.
I'm not sure how these changes apply to overseas mailing, as logically weight should still be the main criteria, especially with air mail.
