Well if you are using markits wheels then they are easyerly quatered as the quatering is on the axcelsif you are using gibbson wheels then you can quarter the wheels by looking through spokes there is no easy way to do this.
For wheels like Alan Gibson's I use a NorthWest Short ine quartering tool. For the likes of Romford/Markits wheels well they are self quartering which is a great help.

I believe Hamblings, who used to be in Cecil Court off Charing Cross Road, used to sell a quartering tool. This was two diecast parts with locating holes for wheels and crank pins. The two castings slid on two metal rods to keep them fixed relative to each other. They were put in a vice which then was tightened to push the wheels onto the axle with the tool maintaining the quartering for you.
It should be possible to design something similar for home construction.

The best quatering tool for Gibson Ultrascale and Sharman wheels is the one produced by GW Models it not only quaters the wheels but pressed the wheels on to the axles at the same time.
I personally now use a system in which I place a keyway in the axle and the wheels can be removed and replaced in exactly the same place each time. If any one is interested I have a diagram drawn that shows each stage on how this is done.
I cant comment on the quatering tool but i will vouch for GW models. they are fantastic pieces of kit. beautifully machined. i have a set of his rollers.
He does stirling service providing modellers with tools that are never going to yeald much of a profit but must be a labour of love for him.
Why cant people like that get OBE's and nighthoods instead of footballers that are only doing their job?
