I believe Hamblings, who used to be in Cecil Court off Charing Cross Road, used to sell a quartering tool. This was two diecast parts with locating holes for wheels and crank pins. The two castings slid on two metal rods to keep them fixed relative to each other. They were put in a vice which then was tightened to push the wheels onto the axle with the tool maintaining the quartering for you.
It should be possible to design something similar for home construction.
