The best quatering tool for Gibson Ultrascale and Sharman wheels is the one produced by GW Models it not only quaters the wheels but pressed the wheels on to the axles at the same time.
I personally now use a system in which I place a keyway in the axle and the wheels can be removed and replaced in exactly the same place each time. If any one is interested I have a diagram drawn that shows each stage on how this is done.
