I'm returning to the hobby after 30 years my desk space is limited is it possible to do a railway around coffee table size and if so what scale would you suggest

I'd start by investigating whether N gauge will fit the bill. There's a huge range of stuff available.

you might try OO9 as you have considerable flexibility and there is a lot of OO scale stuff available, I enjoy mine very much, I have a thread on here with a lot of pics so probably worth a consideration.
