Hair spray works well, just don't spray directly at the area you want to cover or you'll blow the scatter away you're trying to fix. You just have to make sure your layout is in a well ventilated area, 'cause damn those things can really smell especially the cheap ones and lets face it you're not going to buy an expensive hair spray on a model railway.
