The absence of a chimney and it's much, much smaller size than any steam or IC powered shunter I ever knew on BR makes me think it may be a Wickham Permanent way trolley (IC powered) or similar with a flat truck carrying ballast, not coal, for track maintenance. The flat truck itself looks like a modified platelayer's trolley from the small wheels.
