"Thomas" layouts are always very popular at shows & usually have a couple of loops & standard controllers.
As long as Thomas & Friends stay on the track I would'nt worry about top speed - some youngsters like to see how fast he will go !
Control wise, I would stick to DC - I've never seen a Thomas layout on DCC - yet !
Otherwise - just go for it ! (& good luck).
