I agree with Edwin - the site he mentions is ideal for British semaphore information in particular, and has a large number of links to other pages of signalling practice.
There is also an associated forum where questions can be asked and answered by a range of experts on historical and current practice.
And on this forum we have a 'Signalling' sub-forum (under "Layouts, track and scenery") where we try and centralise all signalling matters both modelling and prototype, so you can ask questions there as well and several of us will attempt to answer them.
