*** The address limit is 9999 so thats not an issue. (1) check what you are setting CV29 to. If you make an error in the value there you will also change the decoder to 14 speed steps which will give U light problems. If you are currently doing these changes on the main stop, try once more and just follow the NCE prompts for initial decoder set-up in programming track mode and in that one programming sequence do address and reverse direction.
if you still have problems look at CV29 on the programming track. If its not there already change it to 39.
If that doesn't work then try another decoder - but while you are at it, change the loco to run in the right direction when forward is selected so you don't need to play with CV29.
