Think the only real answer on the Loco Crew painting front is Grubby & Grimey !
There are plenty of companies that sell ready painted loco crew (* & everything else too), which you could look at on line regarding the colours, or just search for some old photos as references perhaps -



................couple of examples above.
In terms of the small numbers / etc - Decals are also available from quite a few different companies too; there are a number of recent threads on the Forum here, in relation to the quality of some of the different products, which will point you in the right direction - again just do a quick Forum search on Decals or Transfers perhaps.
