Should I buy a ready to run 009 locomotives like the Bachmann Quarry Hunslet or 3D printed kits for the Kato 11-109 chassis? What would be more practical for someone who hasn't ever used 009 gauge?

This really comes down to what model railway experience you have. The RTR model should work out of the box (I'd suggest testing it in the shop if going to a bricks and mortar outlet) the kitbuild will need work: if you have done this before in another scale then 'pays your money, makes your choice'. N gauge size mechanisms are fiddly IMO, but it may be they are fine for you? Again if buying over the counter, have it test run in the shop.

00-9 seems to be 'flavour of the month' at the moment with new locos being offered RTR for the first time in ages. Apart from Bachmann and Peco, Rapido have entered the market with a new range. It will be a while before these are actually available but maybe something in the range would mean you won't feel the need to start a kit straightaway.
If you haven't got a link to Rapido UK, try this:
Rapido Trains UK
and select 00-9 from the Products menu.
